Add help text for usps user id on admin/store/settings/quotes/methods/usps

When enabling usps and then visiting admin/store/settings/quotes/methods/usps you are asked for a USPS user id but not told where to get it. I didn't dig in the README but searched with google and found very little of what I needed. It would be great to have a description on that text field that would say "details on how/where to get the USPS user id available here" and link to, for example, http://www.ubercart.org/docs/user/312/usps_web_tool_shipping_quote_setti...

Good idea, Greg. Added that in. I'm going to mark this issue as Lyle's and refer the follow-up to him:

That documentation page seems to be outdated, with a reference and patch for Alpha 7b. It should be cleaned up and perhaps use an ordered list for the numbered instructions (just to be a little cleaner). Perhaps we can make it a little more formal, too?

I cleaned up a couple of extra And... And... in the first sentence by separating them into different li elements.

I'd call this done.
