Australia wrong iso3166 code

The australia_036_1.cif file is using the wrong country code, it uses 'AUT' which is the code for Austria. The correct code is 'AUS'. I just made a .cif file for Austria and realized they had the same code. I'll be sharing the Austria .cif file as well as a couple others I have had to do.

Added the second version of this file to take care of the change in any existing websites that used it. Update the record on the Country settings page.
