UPS Quote Hard errors

Hard errors that are returned from the shipping service need to be hidden except for admins, or at least beautified for users eyes. Errors which the user has no control over need to be hidden. Hard 111210 errors, for example, could be shown to the user by first labeling the service and then the error of 'service is unavailable between the selected locations'.

I'd like to make note that this are UPS quote errors and they are not shown to just admins.

Yeah, it really isn't a good idea for customers to see scary error messages like that. I'll hide them so they show up in the debug information to the admin.

They're available now in the Bazaar repository (see http://www.ubercart.org/bazaar), or whenever the next release comes out.
