Taxes on taxes not working

I have resorted to trying to figure out another issue I am having by isolating other issues.

I am running Ubercart bzr version 918 and have two taxes that are applied to an order.
Tax1 is being charged at 10% on one class of products, it has a weight of -2.
Tax2 is being charged on all products/shipping/taxes at a rate of 5%, and is weight zero.

The Order total is wrong as the Tax2 is being charged on the Shipping and Products only.

Can any one else verify if taxes being charged on taxes is working or not?
I saw the recent commit to fix taxes charging themselves.

Caution: Fragile

I know it was working at some point, but I think I broke it accidentally with an update. But probably some time before this last one.

Anyway, I think I fixed it. There should be more testing to make sure it works in every case.

Forgot to mention..

There are a few DPM's left in the tax code in the workflow, catch em in the next commit?
