I already posted this under the free order thread.

But there is a real problem when an order has a balance of zero and the payment method is PayPal. The submit button should not take you to PayPal as PayPal does not handle zero balances.

My idea is that when a order balance is zero, clicking submit on the review screen should complete the order no matter what payment method is selected.
