postponedWhen selecting product class the tax applies to, it would be nice to have an "all products" options, so it applies to everything. This way, after creating a new product class, you don't have to remember to go into taxes and add tax to it for each tax type.

Considering how broken checkboxes are in multistep forms, I feel lucky that the tax rule form works at all. When Drupal 6 comes out with Form API 3 (is it 3 now?), then we can see about making this form better.
