Paypal Problem with International Address

When I try to use paypal with any address outside of US or Canada, I get the following message from PayPal

Unable to process payment. Please contact the merchant as the shipping address provided by the merchant is invalid, and the merchant has requested that your order must be shipped to that address.

I'm not sure, but I think it's a problem with some of our customers paying from within the Netherlands, I don't know if they get an error message, but the orders isn't processed properly and status is 'In Checkout'.

Do you know how paypal wants the address and postal code information?
