I tried fixing this for Ubercart 2 but when I try and import it I keep getting this error: *Country file azerbaijan_31_1_0.cif could not import or had no install function.* Could someone take a look and let me know why? I opened a working cif file and everything looks correct.

Your file should be named country_code_version.cif. This is very important. If you are downloading this file, it MUST be named azerbaijan_31_1.cif (check for extra digits as this site has a habit of adding them in automatically). Also, I have corrected a few points in your code such as not specifying which fields to use in an INSERT query. Yes, this is not technically necessary if you can guarantee that the fields will not change in the future, but since there are no guarantees, always best to be specific here! Anyway, I have installed this and it seems to be working well.
