Need help on node/add/product page, legends missing!!

I find out this issue yesterday when I tried to create a new product. When I login as admin(uid=1), the create product page seems normal, but if I login as other user, lots of regions like shipment setting, image upload field, comment and etc seems missing, even the html editor is also missing, only the product name, description(without editor), and product information (without packaging details) remain there.

But if I've tried to create a new product with only few fields available as normal user, product is created and I able to edit it when I login in as admin(uid=1), which able to add other information that missing during product creation(normal user).

I've suspect is cause by user type or logintoboggon module. I've tried to disable the both modules but it seems the issue didn't fix.
I've tried to work with the permission also, but none of it fix my problem.
